Par Vial, Inflated Taxi Fares Main Complaints of Holidayers

by Maureen Dietrich
6 Apr 15
mazmessenge.com

Media reported today that the two main complaints by vacationers in Mazatlán during the Semana Santa weekend were the inflated fares charged by taxi drivers and the Par Vial change in traffic circulation on Av. Camarón Sábalo in the Golden Zone.

Traffic bottlenecks of at least a half hour occurred on Av. Rafael Buelna and the La Marina circle particularly on Friday and Saturday of the holiday as cars backed up entering and exiting the four lane north-only Av.Camarón Sábalo. Media reported many drivers saying they preferred not to go into the Zona Dorada for that reason.

Tourists also complained of taxis charging between 120 and 250 pesos for an 80 peso trip due to the Par Vial.

Par Vial traffic diversion when all four lanes of Av. Camarón Sábalo will be one way south to north begins on April 1 and will end April 5.

At a press conference yesterday, Mazatlán Mayor Carlos Felton and Cultura Director Raúl Rico announced new programs for the upcoming Semana Santa holiday during which it is expected upwards of 150,000 tourists will visit the city.

The idea is to make Mazatlán an innovative tourist destination, attractive and ideal for new investments that generate employment and social wellbeing, said the Mayor.

Speaking to reporters, the Cultura Director stated that in addition to the Bandródromo 2015 of four bandstands with live music in Olas Altas, there will be two parades with luminous floats and a spectacular fireworks display in the bahía del Viejo Mazatlán (Olas Altas).

The Bandródromo will take place April 1 through 4 from 8pm to 4am and admission is free. Music lovers can bring their own alcoholic beverages providing they are not in glass containers or other material that can be used as weapons.

Groups appearing at the four night party are Grupo Havana Libre, Banda Sihuey, Los Navegantes, Banda Hermanos Romero, Grupo Maz Show and Banda La Extrema Pura Canela. Stages will be erected in front of Calle Sixto Osuna, Calle Constitución at Olas Altas, in front of the Deer Monument and between the Ferrusquilla and La Mujer Mazatleca statues.

On Thursday, April 2 at 7pm there will be a parade of illuminated floats along the Malecón from Av. Rafael Buelna to Calle Rigoberto Lewis. The parade will be repeated on Saturday, April 4.

A spectacular fireworks display is programed for Friday, April 3 at 10:30pm in Olas Altas Bay.
For his part, Renato Ocampo explained the Par Vial traffic diversion when all four lanes of Av. Camarón Sábalo will be one way south to north begins on April 1 and will end April 5. The change in flow begins at the intersection of Av. Rafael Buelna and Av. Del Mar.

To offer alternative routes to private communities, El Cid will open its gates to public circulation. Marlin and Tiburón boulevards in Sabalo Country, Calle Lomas de Mazatlán and Av. Gaviotas will also be open for two-way traffic.

In order to alleviate the confusion encountered last year when drivers were unaware of the traffic flow change, Ocampo advised hotels and restaurants will be given flyers on the traffic change to be handed to guests and clients.

He also announced free bus fares for tourists and locals travelling Av. Camarón Sábalo and the addition of five parking lots.

Businesses Criticize Semana Santa Par Vial and Bandódromo

by Maureen Dietrich
17 Mar 15
mazmessenger.com

For business owners in the Zona Dorada and Olas Altas, strategies adopted by the municipal government for Semana Santa with respect to the Par Vial and Bandóromo prejudices their sales during the long holiday.

Following the announcement that for the second year the municipality will implement the Par Vial program in the Zona Dorada when all lanes on Av. Camarón Sábalo will be one way from south to north, some store owners on that street and Av. Gaviotas said the program will not improve their sales as happened last year and complained the city did not take them into account nor consult with them.

However, other owners were in agreement with the change saying it allows more people to enter the Zona Dorada to shop and eat.

Business owners in Olas Altas on the other side of the city say they do not want the Bandódromo bandstands near their shops and restaurants.

One restaurant owner stated that the municipality thinks their plan will succeed, but last year was a fiasco with people thinking it was Carnaval.

They also complained about beer stands that were erected last year in front of Olas Altas bars and restaurants, and agreed noise from the bands bothered clients. It is a bad idea, they told reporters, for the municipal government to put the Bandóromo in Olas Altas.

Mexico team wins mobility award

mexico city trafficThey have some mobility issues.

While the automobile has its advantages, it also causes a lot of problems. But a team in Mexico City, who have done some thinking about traffic, says the same automobile can actually solve those problems itself.
That team was the winner of this year’s Audi Urban Future Award (AUFA), which had invited Seoul, Berlin, Boston and Mexico City to develop projects that would offer mobility solutions: improving mobility and enhancing the quality of life.
“Car finds city” was the theme of the award, and the winning Mexico City team appears to have nailed the theme by having the car tell a database where it is, where it’s been and how long it took to get there.
The process actually takes a smartphone to relay that information through an application and a website. Drivers must first agree to share the data on their personal movements, albeit anonymously, and while many might be wary of doing so, the team behind the idea thinks most will be happy to go along if it reduces commuting times and delays.
That team is led by architect and city planner José Castillo. He and data analyst Carlos Gershenson and Gabriella Gómez-Mont, head of the city’s Laboratory for the City, a think tank, call their project “an operating system for urban mobility.”
“Our city needs an operating system to help people make informed decisions about their mobility choices and to support public officials and policy makers in finding long-term solutions for the megacity,” said Castillo, who is also a professor at Harvard University.
The winning team’s project, he says, works in real time and is very low-cost.
The process relies on the collection of real-time data from commuters that is used to assess congestion problems. Other drivers can identify problem areas and avoid them, travel at a different time or use another system of transport.
But the information gathered is also gradually building a database that will create an overview of traffic problems and aid in transportation planning. Other tools are Twitter and Foursquare, which can offer insight into travel habits through their geo-location features.
Audi is active in developing technologies that improve mobility, such as its so-called car-to-x system, which connects vehicles to a city’s traffic control system and advises drivers how fast they should travel to pass through the next set of green lights.
The German automaker sponsors its award program every two years. This year’s winning team took home a cash prize of about 1.7 million pesos, or US $124,000, for their efforts.
For Chilangos, any system that improves traffic flow has to be welcome. According to a “commuter pain index” developed by IBM, Mexico City was “the most painful commuter city in the world” in 2011. Some 4 million vehicles use its roads, and commuters can spend up to three hours to get to work.

Youth Brigade to Disseminate Traffic Rules to Pedestrians and Drivers

Twenty-five high school students will spend their obligatory social service advising pedestrians and drivers on traffic safety rules.
Roberto Jaime Rodríguez, coordinator of traffic education in the southern zone, said the uniformed brigade will begin at different points in the city asking drivers to use motorcycle helmets and seatbelts and asking citizens to use overhead pedestrian walkways rather than crossing busy streets.
However, he said, they will first begin with urban passenger buses explaining the ten bus service rules to passengers including having money ready to pay the fare and using handrails.
The brigade will take to the streets tomorrow and continue until February next year.

Mazatlán’s Traffic Accidents Drop

Aarón Aguilar Iñiguez, Commander of Mazatlán’s Municipal Transit Police, told reporters that the number of vehicle accidents has dropped during the month of September. The commander said that during the month of August there were 107 reported vehicle accidents compared to only 75 in September.
As with the number of accidents, the number of accident related injuries dropped to 61 this month, down from 85 in August. Financial loss attributable to vehicle accidents amounted to 1,556,400 pesos ($118,268) in August, but fell to 1,025,680 ($77,951) in September.
Aarón Aguilar attributes the positive numbers to the city’s drivers being more conscientious in their driving, including using seat belts.
He pointed out that last weekend 97 motorcyclists were ticketed for not wearing a helmet, 17 for not having the required licenses, and four for being intoxicated. 102 drivers of automobiles and trucks received tickets for not having the required licenses, while 94 received citations for parking in restricted spaces.

1,000 Motorcycle Plates Issued in One Month

It has been a little over a month since Mazatlán introduced a traffic safety campaign and zero tolerance for traffic infractions, in particular with respect to motorcyclists without helmets, license plates or registration, and those carrying more than one passenger.
In that month, says Felipe Parada Valdiva of the license bureau, more than 1,000 motorcycle license plates have been issued. In Mazatlán there are approximately 19,000 registered motorcycles but Parada Vildiva estimates there are still 3,000 in circulation without registration.
The cost of the license is 702 pesos and it is valid for three years.
Parada Valdiva suggested anyone seeking to register their vehicles do so before July 18th when 60 percent of employees will go on vacation and the module in the Gran Plaza closes for holidays.

Mazatlán Bikers Protest “Persecution”

The protesters said they were not against the traffic laws, but needed time to purchase helmets and acquire license plates.
The protesters said they were not against the traffic laws, but needed time to purchase helmets and acquire license plates.
Local transit authorities say the city’s safety campaign “We are Building the Future for a Safe Mazatlán” has reduced the number of accidents, primarily those involving motorcycles. However, postings on Facebook on Friday and Saturday called for a demonstration on Sunday to protest what the posters consider “persecution by local authorities being led by (Mazatlán’s Mayor) Felton.”
Yesterday from 10:00 am to 11:30 am about 50 motorcyclists gathered at the International highway at Rincon Uriah to protest the action of the police. The protesters said they were not against the traffic laws, but needed time to purchase helmets and acquire license plates.
The protestors also complained saying they should first be given a warning and then remove their motorcycles if they repeat the violation, but without any warning their bikes are being taken from them. They also noted that under the law only the Traffic Police can give traffic citations, but Municipal Police are also issuing them, in violation of the law.
Arón Aguilar Iñiguez, Commander of the Mazatlán’s Transit Police, said there is no reason for the city’s motorcyclists to feel they are being singled out, as the enforcement of the city’s traffic laws are being enforced against everyone on the streets of Mazatlán.
Secretary of Mazatlán’s Motoclub, Ismael López Rodriguez, said, “There will always be opposition to rules, but our organization will abide by the laws.” He added, “The Motoclub is in favor of the rule for riders and is to be respected.”
Since the road safety campaign went into effect June 16 there have been total of 16 accidents, which compares favorably to the 113 traffic accidents recorded during the prior month.

Municipal Public Security wants to Amend Traffic Laws

Alcántar Renato Ocampo, Chairman of the Municipal Public Security, said the city needs to increase the fines for traffic violations. He said the city’s current road safety campaign “We are Building the Future for a Safe Mazatlán” has highlighted the need to increase the fines for those that break the city’s traffic laws.
Renato Ocampo said too many people are talking on cell phones while driving, driving while intoxicated and under the influence of drugs.
To more effectively combat these violations, he said the city needs to increase the fines for these violations from 100 times the minimum daily wage to between 100 and 300 times the minimum daily wage. That would increase fines for these violations to between 6,000 to 15,000 pesos.
He noted that the change would put the city more in line with the traffic fines imposed by other cities throughout the country.
The head of Municipal Public Security added that the enforcement of the city’s traffic laws will continue throughout the summer tourist season.

Profepa Monitors Beaches in Anticipation of Summer Tourists

The Procuraduría Federal de Protección al Ambiente (Profepa) is gearing up for the influx of summer tourists to the country´s beaches, including Mazatlán, with a national operation entitled “Playa in Regla.”
Personnel of Profepa Mazatlán said the operation will include removing beach vendors without permits, and vehicles and cordon ropes obstructing free access to the federally administered beaches of the municipality. Special attention will be given to Playa Bruja, they said, where horses regularly walk along the shoreline.
As well, unauthorized cordon ropes installed by hotels and palapa restaurants on beaches in the Zona Dorada and along Av. Del Mar will be removed.
The revision by Profepa will be in operation from July 15 through August 15.

Fines for Traffic Violations Begin Today

Motorists who are caught not wearing a seat belt will be fined 6 days’ minimum wage.
Motorists who are caught not wearing a seat belt will be fined 6 days’ minimum wage.
On June 4 the city of Mazatlán kicked off its road safety program “We are Building the Future for a Safe Mazatlán.” Notices to the public of the safety program began that day and ended on Sunday.
Mazatlán’s mayor, Carlos Felton, said that beginning today citations will be issued to those who violate the city’s traffic laws.
Motorcyclists who are not wearing a helmet will be fined 6 days’ minimum wage (about 400 pesos). Motorists who are caught not wearing a seat belt will also be fined 6 days’ minimum wage.
Motorcyclists will also be fined between 5 and 8 days’ minimum wage (about 350 pesos to 600 pesos), if there are more than two people riding a motorcycle.
Anyone caught driving while intoxicated will be fined between 15 and 25 days’ minimum wage (about 1,000 pesos to 1,600 pesos).
Citations will also be given to those who text while driving, talk on a cell phone while driving, double park on city streets, drivers who illegally park in areas designated for those with disabilities or women who are pregnant, or drive a vehicle that has either no license plates or expired ones.
Mayor Carlos Felton said those who violate traffic laws will be fined and the fines will not be waived or reduced. Aarón Aguilar Iñigue, Commander of Municipal Transit Police, said “This is not about collecting fines, it is about preventing accidents.”

Traffic Safety Campaign to Include “No Mordidas”

The first of a three-stage municipal traffic safety campaign entitled “Por un Mazatlán Seguro, Construimos Futuro” which began on June 3 is in full swing.
Municipal authorities and civil associations have taken to the streets to remind drivers of the mandatory use of seatbelts, non-use of cell phones while driving and not driving while drinking for car owners, and the mandatory use of helmets and one passenger policy for motorcycle owners.
The second phase begins June 15 with a “zero tolerance” edict from the municipal police. Drivers pulled over for any traffic infractions, including no license or license plate, will be automatically fined.
The third phase will consist of a crusade against “mordidas” or bribes to traffic police. The President of Canaco-Servytur, Óscar Tirado Bernal, said the complimentary anti-bribe campaign is to ensure the issuance of fines in the zero tolerance phase does not convert into a pretext to issue more tickets than required.

Holiday Traffic Accidents Double Compared to Last Year

traffic at toll boothDespite the fact that Semana Santa left 57 people dead from traffic accidents, murders or drowning in Sinaloa, the State Secretary of Public Security qualified security operations during the holidays as a success.
According to Genaro García Castro, 34 people died in traffic accidents, double the number of last year, 21 people were murdered and two drowned.
García Castro pointed out that none of the murders or fatal accidents occurred in beach or recreational areas in the State.

Holiday Traffic Bottlenecks at La Marina

The reconfiguration of traffic direction from two lanes heading south and two north into four lanes going north on Av. Camarón Sábalo, has resulted in less congestion in the Zona Dorada but a headache for drivers as they approach the first bridge leading to La Marina.
At the entrance to La Marina El Cid, traffic police are herding the four northbound lanes into two lanes before the bridge causing a 30 minute bottleneck as drivers head for Av. Paseo del Atlántico and Sabalo Cerritos. The long wait saw some impatient drivers drive their cars over sidewalks in an effort to move forward.
Transito officials reported heavy and slow traffic on Avenidas La Marina, Carlos Canesco, Paseo del Atlántico and Rafael Buelna but no accidents were reported. (from Noroeste)

Municipality Decides on Traffic Flow for Semana Santa

All roads and avenues will remain unchanged, except Av. Camarón Sábalo.
All roads and avenues will remain unchanged, except Av. Camarón Sábalo.
Following complaints by citizens, businesses and public transport drivers of the pilot project route change in the Zona Dorada held last weekend, Mayor Carlos Felton announced yesterday a modification of the traffic pattern change.
Beginning Wednesday, April 16 at 5am and concluding Sunday, April 20 at 5am, the four lanes of Av. Camarón Sábalo from Valentino´s north to Petroplaza (Rico´s Café glorieta) will be northbound only. All other roads and avenues will remain unchanged.
The Mayor told reporters he had spoken to the El Cid Homeowners Association which has agreed to open the major thoroughfare through the gated community, Circuito Julio Berdegué Aznar, to public traffic during the four days. The Circuito begins at the El Cid entrance on Av. Camarón Sábalo and exits at Avenida La Marina southbound.
As well, said Mayor Felton, the municipality has negotiated to open the gate of Av. Tiburón in Sabalo Country to allow traffic to enter El Cid, where drivers can turn left to go north or right to pass through the gated community to the La Marina exit.
The plan also includes opening the avenue that passes through the Marina golf course to relieve traffic congestion on Av. Sábalo Cerritos.
Given the decision to locate the “bandódromo” music festival in Olas Altas, that street will be closed to traffic from 8pm to 4am for the four days, Wednesday through Sunday morning.

High Probability Traffic Directions will Change during Semana Santa

The weekend trial run was successful in terms of regulating traffic flow, the Mayor said.
The weekend trial run was successful in terms of regulating traffic flow, the Mayor said.
Although requiring some “corrections,” the proposal to change traffic flow from the Zona Dorada to the Marina Wednesday through Sunday of Semana Santa has a high probability of becoming a reality, said Mazatlán Official Mayor Salvador Reynosa Garzón following a closed door meeting with representatives of local business groups.
During the meeting, business representatives unanimously agreed the change is necessary to avoid traffic chaos in the Golden Zone, but proposed a reduction of one-way direction to actually begin at Valentino´s and finish at the north end of Av. Camarón Sábalo where it meets Paseo del Atlántico.
Included in the “corrections” suggested by the business council were better signs indicating directions and more publicity.
Speaking to reporters yesterday, Mayor Carlos Felton said that considering the criticism and complaints from citizens following the trial traffic pattern change last weekend, they are considering alternative routes including passage through the gated community of El Cid and the Marina Golf Course by the Convention Center. Opening the Marina golf course community roads would allow drivers and emergency vehicles access to Cerritos without doing a complete circuit. The municipality is in discussion with representatives of both communities.
The weekend trial run of a one-way circuit from the Zona Dorada to Av. La Marina was successful in terms of regulating traffic flow. However, said Felton, it generated many complaints from residents, businesses and public transport drivers about the distance drivers had to cover to get to the tourist zone.

Mazatlecans Dislike Rerouting of Traffic

Workers had a hard time getting to and from their jobs even though 15,000 leaflets explaining the trial run were distributed.
Workers had a hard time getting to and from their jobs even though 15,000 leaflets explaining the trial run were distributed.
On Saturday morning beginning at 5:00 am city officials rerouted traffic in a trial run to see if they could lessen projected traffic problems during Semana Santa’s heaviest traffic days of Thursday, Friday, Saturday and Sunday.
Under the trial all four lanes of Ave. Camarón Sabalo from Valentino’s to Av. La Marina Mazatlán was restricted to northbound vehicles only. The four lanes of Av. La Marina Mazatlán to the intersection with Av. Dr. Carlos Canseco was limited to eastbound traffic only; and Av. Dr. Carlos Canseco to the cross street of Av. Rafael Buelna permitted only southbound traffic.
By early morning motorists, shopkeepers, and residents were complaining. Some residents affected by the rerouting said they could leave their homes, but it was almost impossible to return. Shopkeepers said they lost customers, as it was just too difficult for their customers to get to their places of business.
Traffic police acknowledged that traffic was backed up in places like Rafael Buelna, as motorists inched their way along the heavily congested street.
Social networks lit up Saturday with complaints about the rerouting of traffic.
On Sunday mayor Carlos Eduardo González Felton said, “When a change is made in the city’s roads it is presumed you will have some confusion, but as a government you should take some risks for the benefit of society. Although we had comments about the trial run more were positive than negative.”
The mayor added that the result of the trial run will have to be evaluated to determine if problems that surfaced could be fixed, if the proposed change will benefit the city, and if major problems could not be fixed, then the alternative routing would be left for another time.
Luis Gurrola, Secretary of the Association of Hotels and Tourism Companies of Mazatlán, said the strategy was good, but too many people were not aware of change before it was implemented. He said, “Workers had a hard time getting to and from their jobs and there was confusion among tourists; even though 15,000 leaflets explaining the trial run were distributed.”
