Mazatlán Council of Public Security wants DWI Fines Increased

Two weeks ago the Secretary of the Municipal Council of Public Security proposed that Mazatlán increase its fine for driving while intoxicated. Renato Ocampo Alcántar, Secretary of the Municipal Council of Public Security, said “We are talking about 100 to 300 minimum wages as is done in Monterrey or Guadalajara. Why, because unfortunately the fine has to hurt in the pocket of the people for them to understand the severity of the offence.”

With the help of local deputy Martín Pérez an initiative has now been presented to the Sinaloa Congress. The proposed bill would make it illegal to talk on a cell phone while driving. Currently the law states that a person must have both hands on the wheel while driving, but is silent as to talking on a cell phone.

Every day vehicles on the streets of Mazatlán are being driven by citizens, bus drivers, local police, and even traffic police who are talking on their cell phones, being distracted from their driving with resulting accidents.

The second part of the initiative increases the penalties for driving while intoxicated.

Today the fine for driving while under the influence of alcohol ranges between 11 and 20 times the daily minimum wage rate or 701 pesos ($54) to 1,275 pesos ($98). The initiative submitted by Martín Pérez would increase that fine to between 100 and 300 times the daily minimum wage rate or 6,377 pesos ($491) to 19,131 pesos ($1,473).

The Department of Public Safety in Mazatlán reported that in two weekends more than 75 people were taken to jail for the offense of driving while intoxicated. During the weekend of October 24-26 a total 56 people were arrested for failing to pass a Breathalyzer test.

Jumapam Waives Penalties and Fines

Yesterday Mazatlán’s municipal water department, Jumapam, announced that beginning today through August 6 it would waive all penalties and fines imposed on delinquent water bills.
A spokesperson for Jumapam said that customers who reached agreements with Jumapam on their delinquent water bills before February 5 should contact Jumapam to take advantage of the new program.

Fines for Traffic Violations Begin Today

Motorists who are caught not wearing a seat belt will be fined 6 days’ minimum wage.

On June 4 the city of Mazatlán kicked off its road safety program “We are Building the Future for a Safe Mazatlán.” Notices to the public of the safety program began that day and ended on Sunday.
Mazatlán’s mayor, Carlos Felton, said that beginning today citations will be issued to those who violate the city’s traffic laws.
Motorcyclists who are not wearing a helmet will be fined 6 days’ minimum wage (about 400 pesos). Motorists who are caught not wearing a seat belt will also be fined 6 days’ minimum wage.
Motorcyclists will also be fined between 5 and 8 days’ minimum wage (about 350 pesos to 600 pesos), if there are more than two people riding a motorcycle.
Anyone caught driving while intoxicated will be fined between 15 and 25 days’ minimum wage (about 1,000 pesos to 1,600 pesos).
Citations will also be given to those who text while driving, talk on a cell phone while driving, double park on city streets, drivers who illegally park in areas designated for those with disabilities or women who are pregnant, or drive a vehicle that has either no license plates or expired ones.
Mayor Carlos Felton said those who violate traffic laws will be fined and the fines will not be waived or reduced. Aarón Aguilar Iñigue, Commander of Municipal Transit Police, said “This is not about collecting fines, it is about preventing accidents.”
