Firemen Want Station in the Zona Dorada

The Commander of the Cuerpo Voluntario de Bomberos de Mazatlán, Roberto Roque Castañeda, said this weekend that during high tourist season it is difficult for his team to reach fires in several areas of Mazatlán, in particular the Golden Zone.

For this reason, he said, they need a fire station in the zone. In times of less tourism, there is no problem but during high season events and on weekends their response time to an emergency call is 15 or 16 minutes compared to 10.

There are plans to construct a station in the Zona Dorada but to date there is nothing concrete as they need to find funds and land. The Board of Trustees of the fire department is looking into it, the commander advised.

The city of Mazatlán has three fire stations, one on Avenida Gabriel Leyva, one on Avenida Insurgentes and one in Fraccionamiento Villa Florida, all of which are open 24 hours a day.

Holiday Inn to Open Two New Locations in Maz

At the beginning of this year, InterContinental Hotel Group announced it was beginning construction of a 160-room Holiday Inn Express in La Marina.

On March 25th at the Tianguis Turístico in Acapulco, the vice president of development and sales for the Group advised the Sinaloa Secretary of Tourism and Governor that they will also build a Holiday Inn Resort of 150 rooms in the Zona Dorada on land facing the ocean.

Total investment for the two hotels amounts to between 30 and 35 million dollars.

Municipality Cracks Down on Musicians, Live Music Venues

Musicians playing in Zona Dorada establishments are complaining that the office of the Official Mayor is interfering with their work.

The complaint arises from a notice from the municipality dated February 26, 2015 sent to owners of music venues or those in charge of hiring musicians advising them they need permits.

The notice, signed by Official Mayor Salvador Reynosa Garzón, states that musicians who play in establishments that promote, publicize and hold live musical events must also identify themselves to receive a permit costing 500 pesos annually.

Musicians affected by the notice have demanded an explanation as to where the permit money will go and why they need one.

The notice also stated that each establishment that offers live music will have to solicit a “show” permit that can cost up to 16,000 pesos annually.

Those playing in various places in the Zona Dorada pointed out they pay taxes and declared it unjust that they must pay extra. One musician who did apply to the municipality for a permit was charged 735.63 pesos and was given a receipt for “use of public streets” when, he said, he worked indoors in an establishment.

During a recent municipal council meeting, the majority of members approved a petition by the Commission for Urbanization, Ecology and Public Works and a group of distinguished Mazatlecans to change the name of Avenida Pacífico to “José Luis Peche Garcia” to preserve the memory and honor an exemplary businessman, proponent of noble causes and preserver of the history of Mazatlán through photographs.

Avenida Pacífico has become an important access road to the port connecting the entrance to south Mazatlán with the Marina zone.

The council also unanimously approved a petition by the Commission for Social Action and Culture to confer the commemorative medals “Jornadas Heroicas” (posthumously) to engineer Richardo Urquijo Beltrán and Don Adrián García Cortés in recognition of their work.

At the same time, the council again approved unanimously a petition from Canaco and Canirac to extend the hours for businesses selling alcoholic beverages in the Zona Dorada and Olas Altas during the months of April, May and June this year.

Restaurants will see their hours for selling alcohol extended from 11pm to 2am, nightclubs from 2am to 4am, and bars from 11pm to 2am during those three months.

“Gotcha” Aficionados Gather in Mazatlán for Weekend Games

Over 1,000 Gotcha competitors from around Mexico are gathering in Mazatlán this weekend for games organized by Militaría under the banner “Rescate del Infierno” (rescue from fire).

At a press conference, organizers said they expect to exceed last year’s competition entitled “Stone Island: El desembarco” in terms of participants and missions.

Approximately 1,000 competitors and companions and two Robinson R44 helicopters are programmed to take part in “Rescate del Infierno” where two rival teams will battle each other in complicated missions. Once an hour each team will be given a mission they must complete within a time limit to earn points.

The encounter is programed for March 14 and 15 at the Campo MasterGotcha located beside the motocross track in the Zona Dorada.

City Begins to Install Colorful Carnaval Monigotes

Preparations for Mazatlán’s annual Carnaval, the theme of which this year is “Los Sueños de Momo,” is swinging into high gear as city personnel began installing the traditional gigantic papier mache monigotes along Av. Del Mar yesterday.

In total, 11 of the mythical characters will adorn the Malecón, Plazuela Machado and the Zona Dorada for the festival held this year February 12 through 17.

The first to be erected was the effigy of “Luz en el Océano” (light in the ocean) on Paseo Claussen.
The monigotes are the creative brainchild of Mazatlecan Jorge Gonzáles Neri who has fashioned the eleven different giants naming them in accordance with the Sueños de Momo as: Papageno, Reino de Alicia, Papagena, Nace una musa, Duende de la noche, Cielo de Carnaval, Gracia de Arlequin, Reverencia a Momo, Luz de Luna, Luz en el Océano and Hada.

While installing the Luz en el Océano monigote yesterday, media reported the monigote was lifted too quickly completely breaking the statue’s left arm and damaging the trident.

Workers were nonplussed and immediately set to repairing the monigote which now stands fully anchored on Paseo Claussen across from the Cobaes school.

MAZATLÁN._ Los monigotes, 11 esculturas gigantes de papel y acero, que darán la bienvenida a las fiestas del Carnaval Internacional Mazatlán 2015 "Los sueños de Momo", ya comenzaron a ser instalados a lo largo del Malecón y la Plazuela Machado. Dos más serán colocados en la Zona Dorada.

Durante la mañana de ayer, alrededor de las 10:00 horas, trabajadores del Instituto de Cultura, Turismo y Arte de Mazatlán comenzaron con la instalación de las tradicionales esculturas, con la efigie representativa a Luz en el Océano, siendo la primera estatua alzada, sobre el Paseo del Centenario.

Con apoyo de grúas, los trabajadores comenzaron a erigir a los monigotes, obra del pintor, escultor y escenógrafo regiomontano Jorge González Neri.

Después de levantarlo, los trabajadores del Instituto de Cultura de Mazatlán –organizador del Carnaval- perforaron pequeños hoyos en la arena donde clavaron las estacas que sostenían el equilibrio del coloso.

En total, y de acuerdo a encargados del levantamiento de las efigies, serán 11 los monigotes que serán instalados a lo largo del paseo costero marismeño.

"Son 11, las que estaremos instalando, unas van a estar por aquí por el Cobaes, otras en los monos bichis, otra en el Valentino, los clásicos lugares donde se ponen los monigotes siempre", expuso un trabajador.

Los monigotes llevarán los nombres de Papageno, del Reino de Alicia, Papagena, Nace una musa, Duende de la noche, Cielo de Carnaval, Gracia de Arlequín, Reverencia a Momo, Luz de Luna, Luz en el Océano y Hada del Bosque, según un listado de Cultura.

Durante la labor de levantamiento del primer monigote, representante de la Luz en el Océano, los trabajadores levantaron abruptamente la estatua, creando una mutilación completa del brazo izquierdo de la estatua, además de la destrucción parcial del tridente que sostenía.

Dicho detalle sería supuestamente reparado por personal de Cultura, por lo que el desperfecto en la elevación del monigote no supuso problema mayor para los trabajadores de la Paramunicipal.

"La regamos porque lo subimos muy rápido y lo colgamos mal, pero eso ahorita se arregla, no pasa nada", comentó otro trabajador.

Del 12 al 17 de febrero será el Carnaval Internacional de Mazatlán 2015.

Lentos, trabajos en la Zona Dorada

MAZATLÀN._ La segunda etapa de remodelación y embellecimiento de la Zona Dorada, que se reanudó durante los primeros días de enero, avanza a paso lento.

Los cambios no son tan perceptibles respecto a la primera etapa, que comenzó a finales de octubre de 2014, cuando el Alcalde Carlos Felton González dio el banderazo y aseguró que la remodelación de la Zona Dorada, con una inversión de 20 millones de pesos, culminaría en tres meses.

A dos semanas para que se cumpla el plazo pactado, existe un avance sustancial en los trabajos, los cuales han causado inconformidad entre comerciantes, hoteleros, restauranteros y los propios visitantes que pasean por la Avenida Camarón Sábalo.

Algunos tramos de banquetas han sido barnizados, dándoles un nuevo acabado y color que no ha sido del gusto de todos, ya que los mismos comerciantes han declarado que el piso está muy "resbaladizo" y ha causado varias caídas.



La calle Bugambilia es una de las que se encuentra en reparación y con señalamientos de prohibido el paso que obstruyen la entrada a hotel. A un costado de la banqueta se abrió para instalar el cableado eléctrico subterráneo, sustituyendo la postería aérea.

Sobre la Avenida Camarón Sábalo, a las banquetas aún no se les ha dado mantenimiento, y en el decorado hay espacios donde predominan huecos.

Al final la cuchilla de dicha vialidad, en donde se ubican negocios que durante mucho tiempo han permanecido olvidados, también se realiza embellecimiento en las banquetas y se plantaron palmeras enanas de jardín.

Las bancas viejas se siguen conservando, y una de las mayores quejas de los dueños de comercios en esa zona tiene que ver con las nuevas luminarias, pues señalan que ya tienen un mes instaladas y no alumbran lo necesario para darle una mejor imagen a la vida nocturna de la Zona Dorada

This year, children will have their own space for the Carnaval when the first Carnaval para los Niños Mazatlán 2015 opens on February 13 and closes February 15.

At a press conference yesterday, Director of Cultural Raúl Rico along with Mayor Felton and Jorge Luis Tirado Lizárraga of the Golden Zone committee, announced the children’s carnival will be held on calle De Las Garzas in the Golden Zone, where trampolines, music, face painting, and a food fair will be available.

Tirado Lizárraga assured media businesses in the area are all in agreement to hold the event and that sales of alcohol will only be permitted in restaurants and bars.

Shop Owners Want Carnaval Extended to the Zona Dorada

Mazatlán’s Carnaval is not the property of Olas Altas or the Centro Historico, say Zona Dorada store owners.

At a meeting of the board of the Instituto Municipal de Cultura, Turismo y Arte de Mazatlán (Cultura) on Monday, Councilman Roberto Osuna Valdez proposed placing the traditional monigotes (large papier maché statues) not only on the Malecón, but to take into account the Zona Dorada as well.

Osuna Valdez told the Cultura board businessmen in the Golden Zone said for the past ten years the Child Princess parade has been held in the popular tourist zone but this year it was not possible as the Festival of Lights is programmed for that Monday. They have asked that some of the monigotes be placed in the zone and that it is decorated in the Carnaval theme to the same extent as the Plazuela Machado in Centro Historico.

The businesses want to take advantage of Carnaval and feel it is justified to hold an event in the Zona Dorada such as closing a street for a food fair, because they feel the one in Plazuela Machado is not enough, the councilman commented.

At a press conference after the meeting, Cultura director Raúl Rico said they would install at least two monigotes in the Golden Zone after deciding with store owners where to locate them.

Osuna Valez pointed out extending Carnaval to the Zona Dorada is an opportunity to avoid congestion in the Centro Historico and to benefit businesses in other tourist areas.

The Mazatlán Carnaval will be held February 12 to 17, 2015.

Committee Plans to “Harmonize” the Golden Zone

Businessmen and municipal and State authorities planning to rescue the Golden Zone have put forward an agenda to “harmonize” the formerly popular tourist area.

The committee also wants to ensure businesses on Golden Zone streets and inhabitants respect noise laws to keep the volume of music within the permitted decibel level.
One of the immediate actions the committee will take is to supervise the Golden Zone remodeling process presently taking place which includes new sidewalks, handicap ramps, pedestrian crossings and LED street lamps with subterranean cabling to reduce visual contamination.
The 15 million peso upgrade is being funded by federal funds through the Sinaloa Secretary of Tourism.
Councilman Roberto Osuna Valdez said businessmen in the zone would like there to be a rapprochement with local governments to deal with problems arising and that the committee will meet two or three times a month.
Oficial Mayor, Salvador Reynosa Garzón, said in 2015 businesses on the beach will be regulated and made “uniform” as part of a strategy to improve the Golden Zone image.
He stated they are analyzing a series of evaluations concerning beach vendors and for the next month they are going to review the census to ascertain who is who and what they do, who has permits and who is using them so as to avoid permits being used by a third person.
As well, said the Official Mayor, they will involve the health department to verify the quality of food sold in the zone and Civil Protection to review security in the area.

Rehabilitation of the Golden Zone Advancing Quickly

Rafael Lizárraga Favela, Undersecretary of Projects, Investment and Tourism Development, said the rehabilitation project for the Golden Zone is moving forward at a fast pace.
He said they are working day and night on Gaviotas and Camarón Sábalo replacing the sidewalks. The undersecretary said, “In some areas of Gaviotas and Camarón Sábalo we are working to replace sidewalks, but we are also deep cleaning portions of the sidewalk that are being restored and preparing them for application of the chemicals and dyes to finish them.”
Lizárraga Favela added, “If the work continues at this pace surely we will finish in the allotted time, which is before the end of the year.”
When reporters asked about the progress on the Malecón, he said that was also going well, but noted that that was the project of the city. Although the Secretary of Tourism supported the project, city officials would have to respond to that question, he said.

Upgrades to the Golden Zone formally began yesterday morning when heavy machinery blocked one southbound lane on Av. Camarón Sábalo at the roundabout in front of Valentino´s as it set about to remove existing sidewalks.
At other locations on the heavily travelled Camarón Sábalo personnel from the municipal Public Works department worked to fill in potholes resulting from the passing of Hurricanes Norbert and Odile.
It was last Friday when Mazatlán Mayor Carlos Felton González officially inaugurated the Golden Zone upgrades to be completed in three stages. The project includes installing new sidewalks, wheelchair ramps, pedestrian crosswalks, LED streetlights and underground cables.
It is expected both the Golden Zone and Malecón remodeling projects will be completed by February, 2015 before the city´s annual Carnaval celebrations.
In the meantime, drivers travelling Av. Camarón Sábalo in the southbound lane are advised to expect delays as work continues.

Malecón, Zona Dorada Updates Begin Next Week

The Malecon: Yesterday evening Mayor Carlos Felton, Sinaloa Secretary of Tourism Francisco Celaya Córdova, State and Municipal authorities and hotel owners met to outline the Malecón remodeling project set to begin next week.
The plan will include removing the concrete planters and replacing them with five meter adult palm trees to be illuminated at night, substituting the present benches with smaller ones of better quality, replacing deteriorated handrails and repairing 25,000 square meters of sidewalk.
And for bicyclists and in-line roller skaters, a two meter wide dedicated path will be created exclusively for their use, leaving a three meter wide sidewalk for pedestrians. This innovation should solve the problem of occasional accidents between pedestrians and bicyclists using the same sidewalk.
Plans also include pruning the existing palm trees lining the parking lanes and placing LED lights in their trunks to highlight the coconuts and leaves.
A further important maintenance project will be to prune shrubs at “U” turn intersections which often impede the visibility of on-coming traffic.
The cost of the improvements amounts to over 18 million pesos, said Roberto Díaz García, Manager of Municipal investments, to be paid by municipal and state governments. Work is expected to begin immediately.

Zona Dorada: The Minister of Tourism for the state of Sinaloa, Francisco Manuel Celaya Códova, along with the Minister of Public Works for the state, the Director of Public Services for the city, representatives of CFE and Telefonos de México and other federal authorities paraded through the streets of the Golden Zone yesterday carrying out a “final inspection” prior to the commencement of construction.
The Minister of Tourism said that the work in the Golden Zone will start no later than next week and will include the rehabilitation of curbs and sidewalks, the installation of lighting and decorative illumination, underground cabling, painting, the demarcation of crosswalks and signage and benches.
He noted that Mazatlán already has all the permissions and technical facilities required to permit a quick performance of the work, which will be completed in the month of December. He added that the construction is planned so as to have the least impact on tourists and those passing through the area.

Zona Dorada Roads Re-open

After 14 days of intense work replacing drain pipes in the Zona Dorada, Jumapam has re-opened Av. Playa Gaviotas in the Zona Dorada. Approximately 105 meters of concrete tubing was replaced with PVC.
During the two weeks of work, Av. Playa Gaviotas to Bugambilias St. were closed to traffic causing chaos as drivers looked for ways to access the Zona Dorada.

Business owners in the Zona Dorada, who have complained for years to Jumapam about fetid odours and spewing sewage from manhole covers in the streets outside their shops and restaurants, arrived at work Wednesday to find their streets blocked and Jumapam employees hard at work.
Jumapam assistant manager of distribution, Henry Cruz Hernández, stated repairs in the Zona Dorada presented complications in that there are many restaurants and hotels in the zone with grease traps that overflow into a drainage system that is more than 25 years old.
Nonetheless, Jumapam is investing 61,600 pesos in repairing drainage and sewage ducts on Calle Garza and 385,000 pesos for Av. Playa Gaviotas in the Golden Zone. Cruz Hernández did not specify when the work will be completed.
In other areas of the city, Jumapam is working in Parque Bonfil and Calle Cedros in Colonia Jacarandas to repair urgent leaks.
In Parque Bonfil, 50 meters of 12 inch concrete pipes will be replaced. The ancient pipes are a conduit for industrial discharges from freezer plants, said the assistant manager, and the water is very hot. He expects the repairs to be completed by this weekend at a cost of 350,000 pesos.
Residents of Fracccionamiento Jacarandas had complained earlier this week to Jumapam that sewage water full of worms was flooding their streets requiring urgent attention and that Jumapam was not responding to their complaints. Workers are now on site, said Cruz Hernández and the 297,000 peso repairs are slated to be completed by Monday.
Two other major repairs will begin soon, he added: one in Lomas de Mazatlán and a second in Av. Gabriel Leyva between Josefa Ortiz de Domínguez and San Luis de Potosí streets.
In less than a month the Mazatlán water department has received more than 400 reports of running sewage in city streets a result, said the Jumapam assistant manager, of rain from hurricanes Norbert and Odile and aging infrastructure.

Restoration of Golden Zone to Begin Next Month

Mayor Carlos González Felton told reporters that next month work to restore the deteriorating condition of the Golden Zone will begin, noting that 15 million pesos ($1.155 million) has been provided by both the federal and state governments for the needed restorative work.

The mayor acknowledged that the Golden Zone has fallen into a state of disrepair and presents a poor image for tourists visiting the city.

He said that the work to be done has already been approved and that the money to fund the projects is available. All that is needed, he said, is the bidding of work. The work will include repairing sidewalks, walkways, signage, landscaping, and possibly stairs leading to the beach.

FIDE Offers Zona Dorada Businesses Credit to Modernize

In a meeting held yesterday with members of the Zona Dorada business association, Daniel Vergera Dueñas, representative of the federal Fideicomiso para el Ahorro de Energía Eléctrica (FIDE) outlined credit programs to update electrical equipment with new technology and reduce consumption by 40 percent.
Vergera Dueñas explained that any business interested in modernizing its equipment through the Programa de Eficiencia Elécrica could apply for credit of 50,000 up to 50 million pesos at an interest rate of 8.33 percent plus IVA.
A second program, Programa de Ahorro y Eficiencia Energética Empresarial, focuses on smaller establishments such as boutiques, corner supermarkets and family stores. Those businesses can apply for credit of up to 350,000 pesos at an interest of 14 percent plus IVA, to be repaid within three years.

Young Dolphin Rescued at Zona Dorada Beach

Bathers initially thought it was a shark.A young injured dolphin was plucked from the waters off a Zona Dorada beach by lifeguards yesterday.
Lifeguards reported the injured mammal was spotted by bathers who initially thought it was a shark as only the dorsal fin was visible above the water. But on realizing it was a young dolphin, they summoned lifeguards.
Approximately three hours later lifeguards located the dolphin, entering the water to assist it when they discovered injuries on the mammal’s fins and called aquarium personnel.
An aquarium spokesperson said the young dolphin was probably approximately two months old. After receiving permission from Profepa, aquarium personnel took the mammal to the Mazatlán aquarium where it was placed in a tank under observation.
Director of the aquarium, Jorge del Rincón Jarero, said there was little chance the baby dolphin would survive as it needs others of its species around to live, adding it was rare for social dolphins to survive when they are left alone.
