Ladner mom to make long trek home

By Christine Lyon - South Delta Leader
Published: April 20, 2012

Eat. Sleep. Run. Repeat.

That pretty much sums up Ladner resident Norma Bastidas’ life for the next two and half months.

The 44-year-old single mother of two teenage boys has an ambitious plan to run 35 miles per day—every day—until she completes the 2,600 mile journey from Vancouver to her hometown of Mazatlan, Mexico.

She starts her adventure at the crack of dawn on Saturday, April 21 at Vancouver City Hall and expects to stop at Delta Municipal Hall that same morning on her way to the U.S. border.

“Am I nervous? Yes. But it takes a lot of planning, and it can be done,” she says with confidence.

Although Bastidas is a seasoned long-distance runner, this solo expedition promises to push her to the upper limits of her physical and mental capabilities. But it is more than a test of personal fortitude. The trip, which Bastidas has titled “Running Home,” is also a campaign to end violence.

She has partnered with the DOVE (Delta Opposes Violence Everywhere) committee to help raise awareness of all forms of violence and the resources available to victims.

It’s a cause that is close to her heart.

A reason to run

Bastidas first started running as a way to cope with emotional stress after her oldest son, Karl, now 17, was diagnosed six years ago with a rare and incurable eye condition called Cone Rod Dystrophy that was slowly robbing him of his sight. The devastating news not only prompted Bastidas to hit the pavement every day, it also motivated her to start running for a cause. She began using her runs—which gradually increased in length and intensity—to raise money for the blind and visually impaired.

Marathons, ultramarathons and mountain treks have taken Bastidas to all corners of the world. In 2009, she became the fastest female in history to run seven of the planet’s most unforgiving environments on seven separate continents in seven months. She called her whirlwind tour the “777 Run For Sight.”

About six months ago Bastidas had her heart set on climbing Mount Everest as part of her quest to ascend the highest peak on all seven continents. But, while trip planning, she couldn’t ignore news about the Mexican drug war going on just steps from where she grew up, and where much of her family still lives.

It made her reflect on her past.

“We didn’t have a lot, so we had to work. Those things make you vulnerable to violence, which is bullying or anything else,” she says.

Bastidas recalls one terrifying instance when, at 17-years-old, she was grabbed off the street in Mexico City and forced into a vehicle. Some 24 hours later she managed to pry her way out of an unfamiliar house and run away.

She decided it was time to confront her past, and doing so would require her to take a stand against violence—which includes the bullying her son faces at school because of his visual impairment.

That’s how “Running Home” was conceived.

“I wanted to do something really, really hard,” she says. “Then I can stand up and say I’ve done everything that is physically possible to help my son.”

An inspiration to others

Bastidas is a community member of the DOVE committee, and to her fellow members she is a model of courage and determination.

“She’s an incredible inspiration and we thank her for everything she’s done for us and will do in the future and we’re extremely happy to have her as part of the committee,” says DOVE co-chair Jill Colley, who is also a violence intervention worker at Delta Police Victim Services.

Colley explains that DOVE seeks to put an end to all forms of violence, from elder abuse to teen dating violence to bullying. The committee comprises representatives from several local organizations, who band together in a co-ordinated effort to prevent relationship violence through public awareness and education.

While the committee does make regular appearances in the community, Colley says DOVE can always stand to receive more support and Bastidas’ run will likely help.

“She will bring awareness of DOVE just through the media attention that she gets,” Colley says.

DOVE gratefully accepts cash donations for its anti-bullying program as well as toiletry items for the emergency care kits it distributes to women, men and children fleeing abusive relationships.

Mapping her route

In the days leading up to her departure, Bastidas has repeatedly rearranged the contents of the 22-pound backpack she will carry on her self-supported, sponsor-free journey. Inside is a tent, sleeping bag, three days worth of dehydrated food, water treatment tablets, clothing—including a shirt signed by at-risk youth she met at the Modesto Marathon in California—hiking poles, a camera and video camera, journal and passport. She will also carry a cell phone and GPS tracking device so her family knows where she is at all times.

Bastidas plans to follow Highway 101 along the Pacific Coast, where she expects there will be plenty of campsites and gas stations to purchase supplies.

While she’s away, her sister, also a Ladner resident, will care for her sons. Bastidas has ensured her boys she will stop if she ever feels in danger.

“Even when I climb mountains, they know that, as much as it hurts, if it’s not safe I would turn around,” she says. “It’s never fun to fall short of a goal, but if you don’t come home that’s not successful.”

This will mark the first time in 12 years Bastidas has returned to her hometown. Her relatives will be there to welcome her when she arrives.

After a visit, which may coincide with the Mexican presidential election on July 1, Bastidas will fly back home to B.C. But she admits, were it not for wanting to get back to her kids as soon as possible, she would be inclined to make the return trip on foot

Maintaining good health

Although she only started ultra-long-distance running in recent years, Bastidas, who works as a personal trainer, has always been active.

Her father was just 41-years-old when he died of a heart attack brought on by years of unhealthy living. And her grandmother also died of a heart attack very young.

“It was painful, losing your father at 11,” Bastidas says.

Those untimely deaths prompted her to focus on her health. She became a certified aerobics instructor in Mexico and that job led into an acting career. Bastidas appeared on a small TV show in her hometown, then worked as an actress in Japan for six years before moving to Canada.

“Exercising and health, it’s something that I’m incredibly passionate about,” she says.

Bastidas hopes to learn a lot about herself on the road to Mexico. She plans to fold her upcoming experiences into an autobiographical book, aptly titled “Running Home,” which will chronicle her early life in Mexico, her experience as a single mother, and how she developed a passion for running.

Editorial Metroscubicos / Georgina Navarrete

Paso a paso

Editorial Metroscubicos / Georgina Navarrete

Aún no tengo crédito

Just the Facts:
•Audi has formally selected Mexico as the location for its first North American assembly plant.

•Audi plans to begin building a utility vehicle — reportedly the next-generation Q5 crossover — at the Mexican plant beginning in 2016.

•Last year, Audi sold a record 117,561 cars in the U.S.

INGOLSTADT, Germany — Audi has formally selected Mexico as the location for its first North American assembly plant and plans to begin building a utility vehicle — reportedly the next-generation Q5 crossover — there beginning in 2016.

Announcing the plant decision Wednesday, Audi said a specific location will be selected later this year.

Corporate parent Volkswagen has a massive assembly complex in Puebla, Mexico, and a new engine plant in Silao. Audi presumably will be able to tap into VW's supplier network.

Audi Chairman Rupert Stadler said: "As an established carmaking location, Mexico offers an excellent economic basis for Audi production operations."

Audi said the decision to build the new plant will enable it to supply vehicles not just to the American market but worldwide from Mexico, and dovetails with its strategic plan to reach annual global sales of 2 million units by 2020. Last year, Audi sold a record 117,561 cars in the U.S., according to Automotive News.

Inside Line says: Audi's choice of Mexico means VW will have the new Chattanooga plant all to itself for at least a few more years.

Follow the sun: Mexico on target to pass national climate-change law

The Berkley Blog
Jayni Foley Hein, Executive Director, Center for Law, Energy & the Environment
4/16/12

With Friday’s lower chamber passage of a new national climate change law, Mexico is poised to become a pioneer in climate change policy, proving the United States and the rest of the world that environmental protection and economic growth are both critical and achievable goals.

On April 13, Mexico’s 500-member Chamber of Deputies passed the “General Law on Climate Change” by an overwhelming 128-10 vote. Mexico’s Senate – which passed a preliminary version of this legislation already – will vote on the new law in the coming weeks. If approved by the Senate and signed by President Felipe Calderón, Mexico may have a national climate change law by May 15.

The new legislation is similar to California’s landmark AB 32 and 33% RPS, both of which led to a large increase in clean energy investment in California since 2006. The Mexico law would enable but not require passage of a cap-and-trade emissions trading system.

Mexico’s natural abundance of sun and wind make it well-positioned to develop renewable energy technology. The legislation will help provide much-needed clarity and policy incentives by:

  • Targeting emission reductions of 30 percent below business-as-usual emissions by 2020 and 50 percent below 2000 levels by 2050;

  • Requiring that 35% of Mexico’s electricity will come from clean sources by 2024;

  • Developing incentives to promote renewable energy, including phasing out fossil fuel subsidies; and

  • Requiring mandatory emissions reporting for the largest sources of GHG pollution.

Mexico is currently the world’s 11th largest GHG emitter, and also the 11th largest economy. By 2050, it is projected to be the fifth largest economy in the world. This legislation comes at an opportune time to help promote sustainable energy development for a growing population.

Unlike the United States, this new law would also set Mexico on course to achieve national GHG reductions over subsequent Presidential Administrations, by establishing a a national “Commission on Climate Change” to oversee climate policy. The Commission would promote and approve climate change mitigation and adaptation projects, and work to establish the technical and legal framework for a Carbon Emissions Market. As we’ve seen, U.S. policy incentives for renewables, like the wind Production Tax Credit, have varied over the years, contributing to uncertainty and timid investment in that sector. An enduring Commission might position Mexico for greater success and long-term market confidence for renewables – similar to the system seen in the European Union.

The law also includes policy measures such as the Mexican Green Fund - proposed to finance emissions mitigation and climate change adaptation efforts – as well as a National Emissions Registry that will cover emissions from power generation, transport, agriculture, industrial processes, and forestry and land uses.

In an election year in the United States, “climate” has been marked a dirty word. Rather than bury our heads in the (tar) sands, we should take a cue from our southern neighbor and develop clear, long-term national policies to increase renewable energy production reduce GHG emissions.

Vatic Ventures Corp. Signs Option for La Silla Gold & Silver Property in Mexico

04/16/2012
[ACCESSWIRE]

Vancouver, BC, April 16, 2012 - Vatic Ventures Corp (the "Company" or "Vatic") (TSX-V: VCV and Frankfurt: V8V) is pleased to announce that it has entered into an agreement (the "Option Agreement") with Minera Meridian Minerales S.R.L. de C.V. ("Minera Meridian") whereby the Company has acquired the right to earn an undivided 100% interest in and to certain mineral claims located in Sinaloa, Mexico. The claims are called the La Silla claims. The property is located some 65 km north of Mazatlan in the State of Sinaloa and encompasses about 14,426.7 hectares. It is part of the Trans Mexican Volcanic Belt. Some parts of these structures have been historically mined on a small scale.

In 2000 Minera Meridian identified 31 structures on the property. Between 2002 and 2004, 99 reverse circulation holes were drilled in 14 of the 31 structures.

Under the terms of the Option Agreement, Vatic is required to issue 3,000,000 shares to Minera Meridian on closing and pay $100,000. Vatic is also required to issue 1,500,000 shares on the first anniversary of the closing and a further 1,000,000 shares on each of the second and third anniversaries. In addition, cash payments of $100,000 are required on each of the first, second and third anniversaries of closing as well. Finally, Vatic has minimum work commitments of $500,000 in the first year, $1,500,000 in the second year, $2,500,000 in the third year and $3,500,000 in the fourth year. After fulfillment of all of the above terms, Vatic will have earned a 70% interest in the property.
In order to acquire the remaining 30% interest, Vatic must make a final payment of 3,000,000 shares and $750,000 to Minera Meridian. Should Vatic elect not to exercise this additional option, Minera Meridian has a back-in right to increase its ownership to 70% by paying Vatic three times its exploration expenditures.

In connection with the foregoing, Minera Meridian: (i) has the right to participate in any of Vatic's future fundings to maintain a maximum 15% ownership in Vatic; (ii) retains a 2% NSR on commercial production; and (iii) may, at its sole option, nominate one director to Vatic's Board of Directors.

Mr. Nasim Tyab, President of Vatic Ventures comments: 'We are very pleased to acquire this property which has excellent exploration upside. Together with our previous acquisition of the La Silla West property, which surrounds La Silla entirely, we have a significant land area of approximately 43,000 ha to explore. Unlocking the gold and silver potential of these numerous structures to the benefit of our shareholders in a speedy manner is our foremost goal'.

Closing of the transaction is subject to the acceptance of the TSX-V.

Mexico's economy on right path

www.mysanantonio.com
Friday, April 13, 2012

The business sections of the San Antonio Express-News and the Houston Chronicle last year collaborated on a series of in-depth articles on Mexico's expanding economy, especially its manufacturing and exporting sectors — a story less told than Mexico's drug-smuggling and organized crime wars.

The economic expansion continues in Mexico in ways the United States should notice and even admire. That was the message Friday morning when former Trinity University economics professor Jorge Gonzalez delivered an update on the Mexican economy to the Latin America Caribbean Forum monthly breakfast.

Mexico is an economy with a growing middle class, a manageable government debt and a strong currency. A growing threat to the Mexican economic well-being is, believe it or not, the uneven U.S. economic recovery and its rising federal debt.

That's because the Mexican and U.S. economies have been intertwined since the North American Free Trade Agreement took effect in 1994, said Gonzalez, now dean and vice president of academic affairs at Occidental College in California.

Back then, Mexico's poverty rate hovered at around 50 percent. It has since shrunk to 35 percent. The middle class now accounts for about 55 percent of the population.

The larger Mexican middle class is significant for this year's Mexico presidential election. A larger middle class is less likely to vote for an extremist candidate, Gonzalez said.

Mexican migration has slowed to a trickle. The best statistics, Gonzalez said, show that net migration to the United States last year was close to zero. A falling birth rate in Mexico also reduces pressure on the Mexican government to generate jobs, he added.

So many economic measures are going the right way in Mexico. Inflation in 2011 was 3.82 percent. In 1995 it was 51.97 percent.

Foreign direct investments, which is foreign companies building factories in Mexico, totaled a strong $19.4 billion in 2011, up from $16 billion in 2009. “Imagine what it would be if we didn't have to fight the drug dealers,” Gonzalez said.

The money Mexican workers in the United States sent to their families in Mexico totaled $22.7 billion in 2011. Many Mexican workers in the United States earn between $20,000 and $25,000 yearly and send half to their families.

Mexico's central bank holds a record $142.5 billion in reserve, a sum ready to tackle any financial crisis. Mexico's exports and imports are in near perfect balance, Gonzalez said.

Mexico still needs to address its rule-of-law issues, its poverty rate and reforms in the fields of labor law and energy investment, Gonzalez said. But the biggest threat to Mexico is the next U.S. economic downturn, whenever that happens.

“Ninety-nine percent of Mexicans are going to work and school every day, making the economy stronger,” Gonzalez said.

“This is a cautionary tale for what is happening in the United States now,” said lawyer Rob Barnett of San Antonio's Cacheaux, Cavazos & Newton law firm that does a large volume of business in Mexico.
“Jorge's presentation was full of irony,” Barnett said. “The United States once talked to Mexico almost like a parent to a child. Now the tables have turned.”

Mazatlan is safe cruise destination says authorities

www.jetlinecruise.com
09 April 2012

Mazatlan authorities are increasing its efforts to reassure cruise passengers and lines that the port is safe, says Oralia Rice Rodriguez, Sinaloa State Secretary of Tourism.

Rice explained to Cruise Industry News that she and Mexico’s secretary of tourism, Gloria Guevara, went to March's cruise conference in Miami where they had discussions with Kevin Sheehan, CEO of Norwegian Cruise Line and Micky Arison, Chairman of Carnival Corporation as well as the Chairman of the Florida-Caribbean Cruise Association (FCCA).

Rice said: “Our message is that we are ready for you to come back. We have implemented the security measures that the FCCA has asked for. Security is our number on priority.”

She went on to say that they now had visible security in every tourism spot during the peak season and when there were cruise liners in port. Security is also made available for shore trips and at trip destinations. On top of that, visitors will see police on cycles on the boardwalk promenade.

Rice said while it was difficult to alter perceptions, the industry needs to recognise that Carnival, for example, has delivered more than 250,000 guests to Mazatlan, with no unfortunate episodes.

“During our 45 years as a cruise destination, nothing (bad) has ever happened to a cruise passenger in Mazatlan,” Rice continued.

Furthermore, some 6,500 US individuals stay in Mazatlan, says Rice, and “they are the area’s best ambassadors.”

In March, the city organised what it referred to as an “international celebration” to pay tribute to all of its overseas inhabitants.

Stephen Maher: Keep eyes open in Mexico, but don't think about it too much

By STEPHEN MAHER
 Postmedia News
January 26, 2012

After I checked my email at a poolside bar in Playa del Carmen last week, I checked the news, and read about Sheila Nabb's terrible injuries in Mazatlan.

Nabb, a 37-year-old Calgary office worker, was attacked in an elevator at her five-star resort in the small hours of the morning. Every bone in her face was broken and she faces a long, painful recovery.
On my flight back to snowy Ottawa, I watched a TV story about another Canadian attacked in Mazatlan. Scott Giddy, of Fergus, Ont., was beaten over the head near the same resort last spring.
The TV networks have been playing these stories in heavy rotation, asking whether Canadians should feel safe travelling to Mexico.

These are compelling personal stories, the kind of news that keeps you from clicking your remote, and it is easy for producers to justify this sensationalism because the TV stations are making Canadians aware of the risks of travelling to Mexico, which are real.

But there are risks, also, with a day on the nearest ski hill, with the drive to the ski hill, with taking a cruise in Italy or even staying locked in your own residence in Canada, where you might slip in the tub and crack your head.

As we become safer and richer, our culture becomes ever more risk-averse, and stories like Nabb's and Giddy's loom too large in our thoughts.

It would be unwise, to be sure, to take a holiday in Ciudad Juárez, on the Rio Grande, where ruthless and well-financed drug cartels are engaged in an unbelievably grim war for control of the choke point of the multibillion-dollar cocaine pipeline that runs from the jungles of Colombia to the noses of your neighbours.

They find bodies all over the place in that unhappy city - often headless, disfigured bodies. Police officers quit their jobs out of mortal terror, and the morgue sometimes runs out of space. It's so bad that hundreds of thousands of locals have fled to safer cities.

But Mexico is not a place. It is a bunch of places, and some of them are safer than places in Canada.
I had a great time in Yucatan province last week, inland from Playa del Carmen. We rented a car and drove to Chichen Itza, which is stunning, and spent a happy night at a fiesta among the welcoming people of the colonial city of Valladolid, watching proud young people dancing in beautiful, hand-embroidered clothes.

The murder rate in Yucatan is two per 100,000. Thunder Bay's murder rate is 4.2 per 100,000.
In 2011, six Canadians were murdered in Mexico, which is six tragedies, but 1.6 million Canadians went there - enough to fill the Air Canada Centre 80 times.

In 2010, according to crime statistics compiled by the Department of Foreign Affairs, four Canadians were killed in Mexico, two in the Dominican Republic, one in Costa Rica, five in the United States and none in Cuba or Costa Rica.

When you divide the number of murders by the number of tourists, you get one death per 8.5 million in the United States, one per 400,000 in Mexico and the Dominican Republic and one per 150,000 in Costa Rica. But I'm not sure there's even any point to giving it that much thought, because all the numbers are so low. In Mexico in 2010, 21 Canadians died in accidents and 76 died of natural causes, many among the 60,000 retirees who live there.
And last week, many people were bashed on the head here in Canada.

The expatriates I spoke to in the lovely beachside bars of Tulum, down the coast from Cancun, are more worried about potholes than being murdered.

In Canada, we have nine road fatalities per year per 100,000 inhabitants. Compare that number to the number of Canadians murdered in Mexico, and you have to come to the conclusion that crime in Mexico is not worth thinking about very much.

That doesn't mean you can't find trouble. You can find trouble in Thunder Bay if you go looking for it.
Don't go to Ciudad Juárez. Wherever you go, don't get hammered and wander around with your wallet bulging in your back pocket. Get your hotel to call you a taxi. Don't drive at night. Don't bring a prostitute back to your hotel room. Don't buy drugs. If you go out at night, stay on busy, well-lit streets.

Keep your eyes open, but don't think about it too much. Obsessing about the tragic stories of the small number of people who get attacked or murdered in Mexico distorts our risk calculations and makes us needlessly fearful.

Mexico is amazing. The chances of anything bad happening to you there are small.

Do you want to live your life obsessing about tiny risks or do you want to enjoy the fiesta?

Home Staging Dos and Don'ts

www.realestate.aol.com
By Carrie N. Culpepper
Posted Mar 18th 2011

It's not easy to look at your own home with fresh eyes. You see a house full of memories and treasured possessions, but all potential buyers see is someone else's stuff. That's why we consulted several experienced home stagers to find out their top home staging dos and don'ts.

Karen Otto of Home Star Staging in Plano, Texas has had homeowners cry and walk out of the room when she tells them to remove sentimental pieces and photos from their home in order to stage it for sale. "I totally get it, but I tell them they're taking [the items] with them. We're not erasing their family from this home, we're allowing buyers to start seeing their experiences, dreams and memories in the home you hope they'll buy."

Home staging pros agree that an objective eye is a must. "Whether your Realtor, stager or neighbor comes by to offer it, take their advice," Otto says.

We asked three expert stagers--Otto; online home stager Kelly Fallis; and Colorado home stager Jamie DeBartolomeis--for their top home staging do's and don'ts. Here's their advice:
Home Staging "Dos"

1. Clean, clean, clean!

2. Focus on curb appeal. Clear the outside of the house, especially the front yard and front entrance.

3. Get rid of garbage bins in the front. "Most people focus on the inside of the house but that's totally wrong," says Fallis. "You have to absolutely pay attention to the entrance of the house."

4. Whatever you think de-cluttering is, de-clutter times two.

5. Start your packing early. Take out everything that's going to the new house and move it off site into a storage space. "People are not signing up to live with you, so get rid of your stuff," says Fallis.

6. Do emotionally detach. Look as your home as a product on the market for sale.

7. Depersonalize. Remove family photos and heirlooms.

8. Remove unnecessary furniture and belongings.

9. Remove magnets and other mementos from the refrigerator.

10. Get pets out of the house when it's being shown.

Home Staging "Don'ts"

1. Don't do nothing!

2. Don't assume potential buyers will be able to look past your clutter and sloppiness.

3. Don't make people walk around obstacles like front walks littered with bikes and scooters.

4. Don't display your beer bottle or hat collections; box them up.

5. Don't display toiletries and hygiene items in the bathroom.

6. Don't bake cookies or set the table. "They're not going for cookies, they're not going for dinner," says Fallis. "It's distracting."

7. Don't burn candles. If you have odors in the house, get the vents and carpets cleaned. The house should have the smell of fresh flowers, and that's it.

8. Don't neglect the outside of the house, even in the winter. Shovel the walks and driveway. Trim overgrown bushes and low-hanging tree limbs.

9. Don't get upset about having to stage your home to get it ready for sale. "It's a price war and a beauty pageant out there, as one of my favorite Realtors likes to say," says Otto. "Win the contest against your competition!"

10. Don't forget the small stuff. Make sure to do all the little things like touching up chipped baseboards, repairing damaged walls, replacing outdated faucets and removing carpet stains.

Tips For Investing in Oceanfront Condos

www.ezinearticles.com
By L. Belenky

Buying beachfront properties and condos has long been an excellent investment, and the time is certainly right for investors in the current market. In some instances, it is cheaper right now to purchase a remarkable luxury condo than to build a new one, creating the perfect market for investors. Increasing demand coupled with lower prices certainly offers the potential for significant profits as the market shows signs of returning to normal.

When looking to invest in condos such as this, there are certainly a number of tips that can help you ensure the best profit potential. One thing to always keep in mind is that oceanfront units are going to have the highest resale potential. These units are always in the highest demand, and those that offer balconies overlooking the ocean will certainly command the highest prices. People purchase homes in the area specifically for the breathtaking views, and a luxury condo that sits on the ocean and overlooks the water is guaranteed to prove highly desirable to buyers seeking property in the area.

Another great tip for purchasing oceanfront condos as an investment is to purchase units that are on mid to high floors. These are by far the most desirable floors for buyers, as they offer greater views as well as greater privacy. Looking for luxurious features such as marble flooring will also help increase the potential of your investment property. Taking time to explore amenities offered by complexes will always help you to better weigh the profit potential of your investment, but many buyers are primarily concerned with the residences themselves. Marble floors, high ceilings, spacious floor plans, privacy features, and state of the art appliances are all factors that will command a higher selling price.

Buying investment properties is an excellent way to generate significant profits. While these properties once had to be rented or simply held onto for significant periods of time in order to turn large profits, the current market puts investors into a rare and beneficial position. Right now, the market is seeing a great increase in demand, yet the number of properties that entered the market during the economic crisis is still keeping prices rather low. Investing in an oceanfront condo now ensures a price much lower than will be seen again in the near future, ensuring that a resale when the market has made a full comeback will provide a great deal of profit potential.

Luisa Blanco: Fear of travel in Mexico because of drug wars is misplaced

After cruise passengers were robbed in Puerto Vallarta in February, the news media's emphasis on Mexico's insecurity scared away many would-be tourists. The situation was so disconcerting that President Felipe Calderon took time at a recent White House appearance to emphasize the safety of his country.
The incident in Puerto Vallarta is concerning, to be sure. Violent crime in a popular tourist destination is always chilling. But hindsight has also provided perspective: Mexican authorities have clarified that these tourists were robbed by a single armed man, not a group of men, and that this incident was an isolated case in the area.
Despite the bad optics of this incident, most tourist areas are not affected by organized crime and have been relatively safe. The Mexican government puts a special emphasis on keeping its most tourist-heavy cities secure. It's just inaccurate to believe that traveling to Mexico means traveling dangerously.
In fact, crime rates in tourist areas are not likely to be related to the type of crime that draws the most attention, which is drug trafficking activity focused around several northern cities. Crime rates in areas frequented by tourists should continue to be similar to the crime rates observed in Latin America's other developing countries. In fact, the latest travel notice issued by the U.S. Department of State provides no special advisory or caution for Mexico's tourist-heavy areas. Travelers are

The State Department does warn travelers about the northern areas of Mexico, as crime in Mexico has increased significantly in the past few years with President Calderon's campaign to deter drug trafficking activity.
But this uptick is largely restricted to the geographic regions related to drug trafficking. According to the Secretaria de Gobernacion, 80 percent of trafficking-related crime took place in the states of Baja California, Chihuahua, Michoacán, Nuevo León, Sinaloa and Tamaulipas between 2007 and 2010. What's more, high crime rates are present only in specific municipal areas, the key strategic cities for organized crime.
Unfortunately, some bystanders have been caught in the crossfire of the cartels' turf wars or their encounters with the authorities. But much of the increase in the homicide rate is attributable to deaths taking place within cartels and gangs themselves. Avoiding the entire country of Mexico because of this targeted local violence makes no more sense than shunning the United States because of gang violence in East Los Angeles.
More importantly, focusing on whether Mexico as a whole is a good place to travel for Americans is the wrong way to approach Mexico's problems today. After all, the United States represents the largest market for drugs, and Americans truly concerned about improving Mexico's reputation as a tourist destination should recognize what some are too reluctant to admit: Criminal activity in Mexico is as much a consequence of American demand as it is a product of Mexican supply.
Discussions should center on whether the United States is putting in place adequate policies to help its neighbor deter organized crime related to drug trafficking -- and that includes consideration of policies such as the legalization or decriminalization of drugs. Such an approach to drugs is drawing increasing support among several Latin American countries, despite knee-jerk opposition on this side of the border.
The real scandal in Mexico is not the danger it presents to tourists, but that the drug trade continues to bring astronomical profits to drug cartels despite (and even because of) our war on drugs. We should spend less time fretting about where we travel and more time critiquing the policies that got us here.

A Peek into Mazatlán’s Future

www.mazmessenger.com
Written on 4 Apr 12 at 10:12 am by Murry Page

I think I am part of the small minority who sees the future of Mazatlán in its port, not its sand. I realize tourists bring millions of dollars to this city and many businesses rely on them for their livelihood. However, to me I see that industry as the icing on the cake.

In the past couple of weeks I have been introduced to a company that seems to share my view. Fortunately for Mazatlán the men behind this company are the kind that will, in my opinion, play a major role in bringing that future into fruition.

Until recently I did not realize that in the past Mazatlán had an active ship building industry. It began in 1943 and at the height of its business employed about 1,000 people. As is often the case, and for reasons unknown to me, the owner began to experience financial difficulties. By 2003 the employees had gone without paychecks for too long and their union went on strike to call attention to their plight and in an attempt to get their employer to pay them for their past labor. Again for unknown reasons, the employer chose bankruptcy in response.

The owner of the land, Administracíon Portuaria Integral de Mazatlán (the Port Authority), retook possession of its land on which the shipyard had been built and the workers’ union got the machinery, equipment, and inventory in lieu of their well deserved wages. However, instead of selling their court awarded assets, they held onto them, guarding them in the abandoned facilities, hoping that someone would come along, reopen the shipyard, and let them practice their trades.

A couple of years ago their hopes heightened when Gabriel Delgado Saldivar, Chairman of the Board of Maritima de Ecologia S.A. de C.V., (Marecsa) came to Mazatlán. Marecsa, headquartered in Cuidad del Carmen, is a company that supports offshore oil production, including operating specialized marine vessels that are designed for that purpose.

For example, it operates two ships called FPSO vessels. As is now often the case, producing oil wells are miles off shore in the Gulf of México and thousands of feet deep. Unlike oil wells on land or those in shallow waters close to shore, laying a pipeline to the well to transfer the hydrocarbons to processing facilities is not possible. Therefore, that support must come to the well. A FPSO vessel is a vessel that Floats, Production (processes the hydrocarbons), Stores the processed oil, and then Offloads the product to an oil tanker. Marecsa also operates other types of support vessels necessary for offshore oil wells.

As Petróleos Mexicanos (Pemex) moves more and more of its oil production offshore, Marecsa saw a growing demand for such support vessels. And, it was a demand that Pemex had to look elsewhere to find the suppliers. México did not have the capability to provide the needed array of vessels.

Gabriel Delgado heard about Mazatlán’s abandoned shipyard and came to look. The shipyard encompasses 2.5 hectares (6.1 acres) and is the second largest shipyard in México. The largest shipyard is in Veracruz. The 24,593m² (265,716 ft.²) facility is divided into areas for ship repair and ship building. When Gabriel Delgado came to see this facility he found a shipyard that was in amazing shape after sitting idle for almost 10 years and, due to the diligence of the displaced shipyard workers, an inventory than was only 3% short of that taken when the facility closed its doors.

A few weeks ago Gabriel Delgado returned to Mazatlán with his brother, José Delgado Sadivar. On this visit, however, it was to announce that their company, Astilleros Marecsa, S. de R.L. de C.V. (Astilleros Marecsa), was reopening the shipyard. Present at the opening ceremony were Sinaloa Governor Mario López Valdez, the Mayor of Mazatlán, Alejandro Higuera Osuna, Francisco Felix Medina, the head of Section II of the National Union of the Shipbuilding Industry, and Senator Sebstián Calderón Centeno, President of the Marine Committee of the Senate, along with other dignitaries.

Astilleros Marecsa will be run by José Delgado, who recently moved to Mazatlán from Cuidad del Carmen. Astilleros Marecsa will invest 70 million pesos ($5.6 million) to restore and repair the shipyard. José Delgado said this work is estimated to be completed within the next five months.

He said he anticipates that “out of water” repairs can begin in less than three months. The ship repairs portion of the shipyard has the ability to accommodate six tuna boats at once; two each on its three marine railways for removing ships out of the water. This repair ability will be a great boon for Mazatlán’s aging fishing fleet, as some of them must go as far away as South America for needed repairs. In addition to “out of water” repair, Astilleros Marecsa will be able to provide “at sea” repairs for those ships that cannot come into Mazatlán’s port. When this phase of the business begins, José Delgado estimates they will be hiring as many as 150 workers.

By this fall José Delgado believes the shipyard will be ready for ship construction. The shipyard has three steel cutters for ship fabrication. Two of them cut straight lines and the other can cut curves. The vast size of the ship building area will permit Astilleros Marecsa to build two 70 meter (230 ft.) ships simultaneously. When this phase of the business is operational the number of employees will have expanded to 450 to 500 employees.

As the business grows, Astilleros Marecsa could have up to 800 employees. In addition to these employees, up to 1,500 who work in steel production, carpentry, machinery, the manufacture of propellers, auxiliary equipment, etc. will have work because of Astilleros Marecsa. Gabriel Delgado believes that between 60% and 70% of the needed supplies and equipment needed for shipbuilding can be found right here in México.

At the opening ceremony Senator Sebastián Calderón Centeno noted that there is legislation pending in the Senate to restore México’s marine and shipbuilding industry. He also noted that President Felipe Calderón had requested that México’s shipbuilding be revitalized saying that Pemex would be letting contracts for 51 oil field support vessels and 21 of those small boats, tugs, and service vessels should be built in México.

So the timing of Astilleros Marecsa could not have been better. José Delgado said that they will be bidding on Pemex’s support vessels and hope to be awarded the construction of 6 to 8 FSVs or PSVs. Fast Supply Vessels are designed to transport people and cargo in support of drilling and production activities and other offshore projects or facilities at relatively higher speeds than a traditional supply vessel. The Platform Supply Vessels have substantial cargo-handling capabilities. PSVs transport fuel, water, drilling fluids, equipment and provisions to offshore facilities.

By the time the Pemex contracts are let, Astilleros Marecsa will be fully operational, ready to build ships, repair them, and breathe new life into Mazatlán’s port. But I believe most of all, it will also give us a peek into Mazatlán’s bright future.
