City Acquires Seven New Vehicles

The municipal Committee of Purchases and Acquisitions has purchased seven new vehicles destined for the directors of seven municipal departments.
The five passenger Mitsubishi pickups were displayed in the patio of Mazatlán´s municipal hall yesterday, each 4 cylinder vehicle with modern turbo diesel technology and 4×4 capabilities.
Official Mayor Salvador Reynosa Garzón, president of the purchases and acquisitions committee, stated the vehicles were purchased from a local dealer at a cost of 340,000 pesos each. At the same time, the committee purchased 16 new motorcycles. The total cost of the pickups and motorcycles amounted to 2,860,000 pesos.
Reynosa Garzón explained that during recent rainstorms the committee evaluated the municipality´s ability to reach areas difficult to access for evacuation and monitoring during emergency situations. They concluded they did not have vehicles large enough or in good enough condition to meet the requirements.
The second justification for the expense, said Reynosa Garzón, is that in the first four months of this year the municipality spent 10 million pesos on repairs for its aging fleet of vehicles.
The newly purchased pickups are destined for the directors of Public Works, Public Services, Treasury, Municipal Secretary, Urban Social Services, Rural Social Services, and Reynosa Garzón of the office of the Official Mayor.
Of the motorcycles, 11 will be distributed to the Department of Planning and the remaining five to the Health department.

MEXICO CITY – The full Chamber of Deputies approved the general energy law on Thursday by 333 yes votes and 125 votes against the Regulatory Organization Coordination law with legal framework from the National Hydrocarbon Committee and the Energy Regulation Committee.
The new law creates the National Industrial Security and Environmental Protection Agency in the Hydrocarbon Sector.
In the fourth period of the special session in the chamber, the bill was moved through without major amendments. The deputies expressed their weariness from the previous days debating the secondary energy reform laws.
Institutional Revolutionary Party (PRI) coordinator in the Chamber of Deputies, Manlio Fabio Beltrones Rivera, said that this Saturday could mark the conclusion of the debate and approval of the entire package of energy laws.
He said that on Friday the deputies will undertake a marathon session, that could last up to 24 hours, to debate the Hydrocarbon Revenue Act and the Mexican Petroleum Fund.
“Tomorrow we will take up the rest of the bills from the Energy, Finance and Budget Committees,” said Beltrones. “The full house is prepared and intent on mediating an orderly debate to create agreement between all the political parties, to resolve the debate on Friday and perhaps part of Saturday.”
The deputy rejected the charge that the Mexican Petroleum Fund will negatively affect the states and municipalities that produce energy and denounced those who oppose the bill. But, he said that he is prepared to perfect the bill that creates the fund.

AES plans $1 billion investment in Mexican power generation

(Reuters) - U.S.-based power company AES Corp plans to invest at least $1 billion to double its existing electricity generation capacity in Mexico, and also intends to enter the country's new wholesale power market.

Juan Ignacio Rubiolo, head of AES's Mexican unit, said in an interview on the sidelines of a trade mission this week that the company expects to benefit from sweeping energy reform and grow beyond its three existing power plants, which generate a combined 1,050 megawatts.
"We have a target of doubling the capacity we have in Mexico," said Rubiolo, noting that the company's focus is on plants powered by natural gas.
He said the company expects to invest at least $1 billion over the next three to five years to achieve the target.
AES (AES.N) is active in power generation and distribution in 20 countries and had revenue of $15.9 billion last year.
Rubiolo, previously AES's top executive in Panama, said the company is also looking to enter a newly created wholesale power market in Mexico.
"That's one of the major changes of the reform," said Rubiolo. "It's definitely one of our main targets."
The country's Congress is putting the finishing touches on an energy overhaul that ends the wholesale monopoly held for decades by national power company CFE [COMFEL.UL].
Final approval of so-called secondary laws that are needed to flesh out the fine print of last year's energy reform is expected in August.
Rubiolo said the company is closely following the creation of a new independent system operator and that body's independence from the CFE, as well as access to technical data and transparency rules.
He emphasized that the post-reform pace of growth in new power generation will depend largely on access to natural gas.
"We would like to be more comfortable with how they're going to allow private investors to get access to gas and pipeline capacity," he said.

After two decades of Mexico not building boats, Petróleos Mexicanos (Pemex) announced on Thursday that they will renovate their fleet, marked by the placement of keels on the first two tugboats to be built by Industrial Naval Services in the port of Mazatlán, Sinaloa.
The new tugboats are part of the 22 boat fleet that Pemex is building in conjunction with the Marine Secretariat at a total investment of 3.4 billion pesos ($257 million). The rejuvenated fleet will include 16 tugboats, three loading vessels and three oil barges.
Director of International Commerce (PMI) at Pemex, José Manuel Carrera Panizzo as a representative of Pemex Director General Emilio Lozoya Austin, said that Pemex will continue to promote the marine industry because a high percentage of national oil costs are created abroad.
For the process of modernizing Pemex the company needs strong and dependable naval industry partners, said Carrera. The company will take advantage of strategic location because the future of Mexico depends on the development of the naval industry, which will not only favor the petroleum industry but also transportation and fishing, said the representative.
Mexico has the opportunity to enter the market of cheep combustibles, north of the Gulf in the United States and also the more expensive market in the Asian Pacific, he said.
The new Pemex tugboats will also be built in Salina Cruz, Oaxaca, the port of Veracruz and Mazatlán.
Vice Admiral of the Marine Secretariat José Antonio Sierra Rodríguez said that the development of the naval industry in Mexico is part of a sweeping strategy to develop the energy sector.

Mexico’s young golfers are making their way to the world stage

There’s a golf boom happening among young Mexicans, reports El Economista, and it hasn’t been slowed by the retirement in 2010 of Mexico’s greatest golfer, Lorena Ochoa.
Ochoa was ranked top female golfer in the world for three years in a row, the first Mexican of either gender to attain that crown. Her accomplishments have been a model for many aspiring golfers, who are now being seen on the world stage.
One of those is Marijosse Navarro, 17, who was beaten on the 37th hole by Princess Mary Superal of the Philippines in the U.S. Girls’ Junior last Saturday. Navarro is a three-time winner of the Women’s Mexican Amateur and placed sixth this year for Texas A&M University in the NCAA Championship.
She is currently ranked No. 18 in world amateur golf.
Mexico’s current successes in golf championships can be attributed to many professionals, coaches and instructors who have been working with youths, says Mexican Golf Federation coach Santiago Casado.
The outcome has been the participation of Mexican teams in various events and some very good results, he said.
One of those events was the World University in Switzerland, where Mexico’s Gerardo Ruiz became the first Mexican to win, finishing 10 under par. And the Mexican team finished in eighth place at the Junior World Cup.
“We have achieved goals that previously seemed very far away,” said Casado, adding that today Mexico’s golf community is focused on the World Amateur Team Championships to be hosted in Cancún in 2016.
“We’ll be looking for the best results we’ve ever had.”

Exports Spur Economic Growth in Mexico

MEXICO CITY – Mexico’s economic growth accelerated in the second quarter, thanks to a 5.4 percent rise in non-petroleum exports, Finance Secretariat Economic Planning Unit chief Ernesto Revilla said.

Exports “are really performing with a very important velocity,” Revilla said.

“The June figure is that exports grew 7.7 percent” on an annualized basis, the biggest increase since October 2012, thanks not just to “the automotive industry, which was already doing well, but to all manufacturing,” Revilla said.

The final figures are not in for the April-June period, but officials are “seeing a second quarter in line with the U.S. economy, which is going to have growth significantly above the first (quarter),” Revilla said.

The U.S. economy grew at a 4 percent annual pace in the second quarter, bouncing back strongly after contracting at a revised 2.1 percent clip between January and March, the U.S. Commerce Department reported Wednesday.

“This is good news for the Mexican economy because via exports, higher manufacturing production and, especially, the public spending figures we are seeing, we would have to expect more dynamic second, third and fourth quarters,” Revilla said.

The U.S. economic rebound is important for Mexico “given the interrelationship between our economies (and) given the importance of our exports, especially manufactures, automotive and non-automotive,” Revilla said.

The fact that the U.S. economy is becoming the engine of the global economy “is what is encouraging the idea that we are finally seeing the last stages of the recovery from the crisis of 2008 and 2009,” Revilla said.

Statements by the U.S. Federal Reserve and other central banks in developed countries about the continuation of monetary stimulus for a prolonged period will probably lead to continued low volatility in the markets until at least 2015, the Finance Secretariat official said.
