Implan Looks to Change Laws for Municipal Empty Lots

There are approximately 2,000 hectares of empty lots within the Mazatlán municipality and if they were developed, said director of the Instituto Municipal de Planeación (Implan) Isreal Victoria Lona, Mazatlán would not have to expand out to the perimeters of the city.
To avoid any future empty lots and take advantage of those already in existence, municipal and state authorities are working on a plan to introduce incentives for lot owners into the Urban Development Law.
A citizen can own an empty lot, said Victoria Lona, but it has to be developed 50 percent within the first year of purchase and the owner will have two years to complete development. After those two years if the land has not been built on, the owner will see a 20 percent increase in his property taxes.
These are strong measures, said the director, but that is what is done in other Latin American countries.
