For most people, what the future holds as a result of energy reform means what will their electricity bills will look like in a year or two. But while we’re waiting, the future is beginning to unfold in the energy industry.
This week, El Financiero reports that there are 10 key firms that will be competing with the Federal Electricity Commission (CFE) in the sale of electricity, to both households and industrial consumers.
What’s more, the new Energy Regulatory Commission, which will oversee this new energy market, has received requests from 515 firms that wish to participate in the generation and distribution of electricity.
The 10 at the forefront have the experience and the capital to be able to play a major role in the energy sector, a role that could entail investments of as much as US $10 billion. Private enterprise could only participate on a small scale until now. Today it can sell electricity wholesale to big industrial users or, through a contract with CFE, to residential consumers.
And that electricity can come from any one of a number of sources, such as hydroelectric, wind, solar and gas plants, but not including nuclear, which only the state can undertake.
One important feature of these changes will be how they are implemented. The president of a solar energy suppliers’ association says the transition to the new system will have to be done in an orderly fashion and be transparent. Héctor Olea, of the Photovoltaic Solar Energy Association, also said his group is examining with whom it might sign contracts, in wind and other sources, not just solar.
The value of the new energy market is estimated at 311 billion pesos, 59% of which is in the industrial sector and 25% in supplying households, with the rest divided between agriculture and commercial, according to CFE data.
In the top 10 are:
• Mexichem: it already operates two 500 MW cogeneration plants for its own use and for sale to Pemex. Investment plans: US $600 million.
• Grupo México: operates two cogeneration plants with total capacity of 500 MW. Investment plans: $300 million.
• Minera Autlán: operates Atexcaco hydroelectric plant. Investment plans: $$350 million over five years.
