MEXICO CITY – Mexican state-owned electric utility CFE will grant government agency Telecomunicaciones de Mexico its concession for installing and operating a public telecommunications network, the Energy Secretariat said.

CFE chief Enrique Ochoa and Telecomm’s Jorge Alberto Juraidini signed a memorandum of understanding that formalizes the start of the process.

The secretaries of communications and transportation, Gerardo Ruiz Esparza; and energy, Pedro Joaquin Coldwell, who is also chairman of the CFE board, signed the document as witnesses of honor.

The agreement will provide Telecomm the necessary conditions for boosting investment, expanding infrastructure and modernizing that telecoms network, Coldwell said.

The CFE, for its part, will maintain access to the optical fiber it requires for electricity transmission, distribution and generation, he said.

The MOU will provide Telecomm with effective and shared access to CFE’s fiber optics, systems and installations for use in operating the public telecommunications network, Ochoa said.

As part of the accord, CFE, Telecomm and the Communications and Transportation Secretariat have 205 days to compile all the information, as well as the technical-administrative audit, and submit a joint request to the newly created regulator, the Federal Telecommunications Institute, he added.

Telecomm, a decentralized government agency that is overseen by the Communications and Transportation Secretariat, provides communications and basic financial services to individuals, companies and government agencies.
